The Infrastructure Investment & Jobs Act enacted in November 2021 included funding for both clean water and drinking water infrastructure — specifically, direct funding over the next five years of $55 billion that will be matched by the states. This new historic funding for drinking water infrastructure specifically targeted disadvantaged communities for the first time, including rural disadvantaged communities served by wells and well systems.
In addition to targeting disadvantaged communities as recipients of federal funding for drinking water, this legislation explicitly calls for funds to be made available in the form of grants to disadvantaged communities. This new funding is being distributed through the state’s drinking water revolving funds (SRF).
We now have an opportunity to reengage with these disadvantaged communities and help raise their awareness of new grant and favorable loan programs that can assist them in bringing drinking water to their residents. States have developed additional resources to educate these disadvantaged communities on how to access these SRF funds.
